A parliamentarian is a nonpartisan expert appointed or elected to advise the presiding officer and members on parliamentary procedures, rules, and precedents to ensure meetings are conducted fairly, efficiently, and in compliance with governing documents. They act in an advisory capacity, providing guidance on motions, votes, and maintaining order, without making final rulings themselves.
In fulfilling this role, the parliamentarian reviews the organization’s governing documents—including the constitution, bylaws, special rules of order, and parliamentary authority—and issues a well-reasoned, responsive opinion.
